Multi Language Support

So that users can easily translate the application into different languages

I only speak English, I cannot translate CemUI into a language I do not know. If there are people who speak multiple languages and would like to help translate CemUI that would be fantastic. But at the moment I cannot add multi language support since I lack the ability to speak the other languages.

Update on the progress of this: We will have to re-write most of the frontend to properly support locals, so that we can easily add more language options. That will most likely be coming in the next release. @ceratic @NightYoshi370 @ghost I will contact you when we start adding support for it, thank you for offering!
