There may be fuzzers that are slow to startup and frankly I think any amount of time spent on this in ClusterFuzzLite is too much, it doesn't belong there and...
I'm not sold on this change, i don't think it's necessary and it slows things down.
Somewhat unfortunate this PR makes a lot of unrelated changes (like moving the order)
I think it reinstalls using apt and via tar.gz and does some stuff to /usr/bin/bazel that wastes 50 MB. Might be worth making a multistage build if this won't install...
I'm not sure it has. It's worth looking at how much space the centipede layer is taking and if it should be reduced further.
