Provider of invalid string UTF-8 encodings.

At this point perhaps more of an exploratory question: would you consider a provider that produces bytes which represent invalid UTF-8 encodings? There’s related conversation here:

with interesting references to more resources. Would that be an internal provider, or prefer to be a community provider?
