[Federation]: I can't send and receive private messages

Description

I sent my loops user a private message from mastodon and pixelfed, but there is no interface to read it. Also I can't send from loops a private message to a user. This is the key feature and the guarantee in the Fediverse, that it's interoperable. if you write from Pixelfed or Mastodon a message to a loops user, you will never know, that the user never received it.

Steps to reproduce

1. login to Mastodon or Pixelfed
2. search for your loops user
3. send a private message to your loops user
4. login to loops server in the web.
5. no notification / no way to read the message
