v1.1 Update Appeal form to include message about Newsrooms re-applying
if someone is voted off, we might want to add some info about how "if you are removed, you can always re-apply after addressing the community's concerns by updating your charter and/or journalistic output. doing so may often be a better strategy than trying to remain on the registry via the appeals process"
Possible solution: add message on the Appeal statement form to the effect of "it is the stated goal of the Council to only grant appeals in rare circumstances (such as when a newsroom is challenged for partisan reasons or a challenge is not grounded in the constitution). it may be a better strategy for you to accept the results of this challenge and after being removed from the registry, you could address the community's concerns and re-apply"
