Add confirm message after people transfer, claim, rescue tokens in Dashboard

1. Needs copy and design for these screens.

2. When Transfer Voting Tokens Completes, totals in "From"/"To" Not Updated to New Values

3. In the Transfer Voting Tokens step, after I complete the transfer transaction, the values in the upper right hand corner update properly, but the values in the boxes for "To" and "From" are still at the old values.

Expected: That the values would update to match the new values of my voting vs balance tokens.
