[OpenStates](openstates.org) relies on some additional shapefile information that this package doesn't have. It seemed reasonable to pass it along. And, in the process, update what shapefiles we can to 2020...
I was messing with the management page templates and tried rebuilding them (rice embed-go)... Everytime I do so, I end up with a single "rice-box.go" file, compared to the two...
Both `requests` and `openssl` sublibraries aren't being properly parsed by mypy and are causing incorrect failures.
It seems that this plugin still works okay with MLFlow 2.x (still testing, thus draft status), but does require a few changes to the dependencies.
