How do you build the Windows installer from the source?

I've poured over the repo and there seems to be instructions and other stuff missing about this. I've tried to work it out for many days, but no luck. Issues include no GCC compiler installation guidance for compiling the Server. Windows does not come with this by default. But generally, the Readme file does not discuss the creation of the Windows Install package.
