Package for jupyter 3

Hi, first of all thank you for this theme. It looks pretty neat and is consistent across cell block and completion! :+1:

It should be possible to install this theme via pip, conda, mamba etc without requiring jupyterlab to rebuild in Jupyterlab > 3.x.

Hi! Couldn't agree more, I did have a look at this when Jupyter Lab 3 was released, but couldn't follow the docs I regret to admit.
