New export type: 404s grouped by url

Summary

The current 404 export does not make it easy to share "most-popular" 404s with others. Having a way to use the Bulk Edit tool to export on the 404s tab or an option on the Import/Export tab to sort the 404 csv results will make the usefulness of this feature even better.
