Restructure the project's unit tests so we can easily run them live.

There's a few things that are "meh".

• The "live" tests (including those that setup Neils charger) are sitting in the worker folder. Why?

We should move the test code to a sensible place.

I would like to reach a point where I can run all the live unit tests under known conditions easily. I want to ensure the setup of Neil's charger isn't a normal part of the scripts, that kind of split. That we get to "best effort live testing" so that PR's can be easily tested against a live charger without worry that presets are going to be changed / destroyed.
