Add Bartl WP Eco 6S-HG / TEM

Add initial configuration files including most values (except Zusatzheizung and Kaskadenmanager) from the menu. Most read messages and some write messages are included.

Todo:

• verify some values (type, unit, ...)
• add more write messages

Hi @john30 , this is my first attempt to add the above device. The files are in productive use here and i have not encountered any problems. Though i have not verified all definitions by myself. Some units/types-definitions maybe have to be adapted and corrected if wrong. At least it should work and should be helpful for others. Let me know, if i should do additional work on it before merging or if you can take it as is as a first commit. Regards rellla
