Unicode: Keycap icons add unneccessary chracters (?)

The keycap digit one 1️⃣ e.g. is \u0031\ufe0f\u20e3 in unicode.

However the \ufe0f is unnecessary AFAIK, because \u0031\u20e3 is already the correct format. However I notice that it is not recognized in this format by GitHub, but it's just rendered by the browser: 1⃣

Seems to be a newer Unicode standard.
