Allow to add @since tag based on package.json

Hello, in my projects it is mandatory to include since tags in all public elements.

So I think it's useful if the Document This extension does this by itselt.

Notice @joelday : It includes a new dependency, maybe you know another way to do it purely with VSCode extensions framework

No problem, Have been using it in my projects without any issue for the last two months.

Works only in classes and methods, I didn't found how to hook into the public property definition.
