I suggest we keep this issue open to track any work on autoscanning as a feature, so I'm removing it from the 3.0 milestone.
Logging during the scan was greatly improved for the 3.0 release. However, I still don't think we log anything showing progress during the initial file hierarchy traversal, found in `mopidy_local/mtimes.py`.
Thanks for the report. Having the extension retry with an increasing waiting time before the next retry until it gets network sounds like the proper solution.
Up to and including Debian package 0.19.4-2 the init script has waited for "$network", which simply means basic ethernet working, and not necessarily Internet being available. In the next Debian...
It's available in Mopidy's develop branch now, so we should get around to fix this.
The rules are regulated by the Last.fm API docs, ref. http://www.last.fm/api/scrobbling#when-is-a-scrobble-a-scrobble. What's the use case for not following the API guidelines?

The M3U support in Mopidy has seen lots of changes since Mopidy 0.19.5, so this will probably work better/differently when Pi MusicBox upgrades to Mopidy 1.x.
