Fix python setup.py installation

Installing the code using python setup.py install is currently broken (e.g., in Python 3, the library's name is different and this is not accounted for in the code, see #23). Because of this, references to installing the code in this way have been scrubbed from the READMEs and a note has been put in INSTALL_PYTHON, but it would be good to fix this issue once and for all.
