The pull-request adds the names of asd files of system-index.txt in all directories listed by ql:local-project-directories to 'available-system-names.

A flag could be added to specify whether this should be turned on or off if deemed necessary or convenient. right now it always finds the local-projects when using 'sly-quickload.
