working day and holiday calculations for Selected African Countries

Hi @joaomatossilva, I am looking to implement working days and holidays for African countries. This will enable the African tech ecosystem using this library to benefit from having cultures as well. I will start with Nigeria and then I can extend to other African countries as we move on.

What I have done and will do

• I have forked the repository
• I will create a branch with context specific name for the feature
• Write tests
• Raise a PR to have it merge after the community is happy with the work.

I have decided to raise an issue so you are aware that this is being looked at.

I look forward to hearing back on this so I can jump right into it.
