DB from empty folder missing post 14.2.0

Hi,

I just went from 1.14.0 to 14.2.0 and noticed that when I have an empty folder in couchdb there used to be a DB created for it.

Oh, this looks like a regression of an undocumented feature. Can you work around it? It is hard to fix
