Offline German TV Streams

The following channels are not available from a german IP address anymore:

• DAZN FAST+
• Nickelodeon
• ~~MTV Germany~~ (deleted in https://github.com/iptv-org/iptv/issues/17680)
• Deluxe Music Rock (newly shut down)
• Deluxe Music Flashback (newly shut down)
• ~~Folx TV~~ (somewhat online and the same m3u8 is linked from the webpage)
• ~~One 1 Music TV~~ (somewhat online and the same m3u8 is linked from the webpage)
• ~~Zwei 2 Music TV~~ (somewhat online and the same m3u8 is linked from the webpage)
• Wir24TV (offline, website points at this youtube livestream, which is deleted)
• OK Fulda (shut down recently)
• OK Gießen (shut down recently)
• TV Halle (no live transmission according to wikipedia)
• ELBEKANAL

I'd recommend just removing them to cleanup the list for now.

• Deutsche Welle (EN) (It seems the m3u8 URI changed slightly. Official webpage)
• RiC (private YouTube stream, new location is linked from the website)
• DF1 (I guess they use changing m3u8 links, fetched from here. Current m3u8 is here

• Hamburg 1 (now at youtube)
• oldenburg eins (new m3u8 URI at webpage: https://oeins.de/tv-stream/)
• Potsdam TV (now available as Hauptstadt.tv according to wikipedia and https://potsdam.tv/ redirects to https://www.tvbb.online/ . New live stream on youtube, linked from https://www.tvbb.online/livestream . Requires a rebranding)
• Sylt1 (new URI linked from the webpage)
• FRF24 (new URI linked from the webpage)
