terradiff can terminate while holding terraform lock

We've had a few cases of the following happening:

• terradiff is running
• something causes terradiff to terminate (unsure)
• terradiff takes too long to terminate, due to terraform being really really slow
• terradiff is forcibly killed
• the old terradiff process holds the state lock
• the new terradiff generates an alert
