all: move dependencies forwards + fix deprecations

@ChristopherDavenport This moves dependencies forwards, I have a separate PR for http4s 1.0.x here https://github.com/jmcardon/tsec/pull/320 that is based on this PR - I'll update that one if you merge this one.

@ChristopherDavenport WDYT? I updated the PR a bit, reverted scalafmt version and formatting in order to make it easier to review. Same thing with #320
