Some shadows of ContentResolver#notifyChange are missing or wrong

I have noticed this is similar to https://github.com/robolectric/robolectric/issues/8633 but this is also explaining the existing bug i.e. `ContentResolver#notifyChange(Uri, ContentObserver)`.
