Upgraded spindown sgio command to support some USB devices.
So... yeah. I noticed some USB disks I had plugged in a Raspberry Pi were unaffected by the application, so I fixed it.
Also added a little "spun up" log line. I've been testing it for a while now (machines with months and months of uptime, arm and even x86) and it works flawlessly so, there you go.

Confirming that this works on ASMedia-based USB-SATA bridges, whereas the current hd-idle version fails to spin down the drives. (hd-idle -t actually spins up the drive if it is already in standby).
