Yes, this pretty much already exists, although some final polish is missing. It's still a little bit buyer beware [here](https://github.com/jlobue10/rEFInd_GUI).

It's definitely possible to install there, but I've only made it most convenient for Fedora based distros for now. It's a work in progress.

This is because the EFI boot files are still present on the `/esp` partition. You need to also delete the `/esp/efi/Microsoft` folder.
