Unable to Connect

I just downloaded wifiSMS on my iPhone 4S running iOS 6.1.2

wifiSMS is turned on in SBSSetting but when I enter my IP address followed by :8080 (ex: http://192.168.0.193:8080/) into Chrome it tells me Google Chrome can not connect.

I have rebooted my phone, several times, and tried reinstalling the app.

am I missing a step somewhere?
