Quotes not auto-oriented in some situations

Clarify and fix a few of these:

• [ ] When quoted text spans multiple lines
• [ ] When quotes surround other formatting like links (i.e. not around alphanumeric characters)
• [ ] quotes next to punctuation : The typographic-quotes package doesn't catch some common cases like quotes next to parentheses. (formerly #9)
• [ ] half-matched “quotes like this"
