i figured it out. you can just change the `LATEST_VERSION = '5.7'` to 6.3 in the download_lt.py

i encountered a similar issue: ``` ResolvePackageNotFound: - nccl=2.12.12.1 ``` Any help would be greatly appreciated. I'm on a Windows machine. Is this package not supported on Windows??!!!
