A system to tune concept strings

E.g. provide it positive and negative examples of things that should match (possibly sourced from ACK references) and have it automatically suggest allowlist/denylist prefix/postfix lists

And generalizes rules to not match. E.g. "when we see this set of tokens before or after, that implies a "don't match" case."
