LOD0 parsing

Hi, I'd be willing to add LOD0 parsing to libcitygml. However, I'm not sure if this project is still active and if a pull request could be considered ?

Hi,

please feel free to add the feature in case you need it. Please add at least a test for parsing the "new" LOD0 Level.
