Webhook not running

Hi, i tried to use the webhook mehtod but all i got in log is

[2023-07-18 15:41:10,109] - [SYS] - [DEBUG] - {'server': 'Tautulli', 'title': 'The Flash'}
[2023-07-18 15:41:10,110] - [SYS] - [ERROR] - Webhook not running

how can i activate webhooks?

my version is :latest (23.02.02)
