quantile chart shows incorrect legend

This chart was created with 'quantile 120 0.95,0.99'. It has 3 colours, but only 2 in the legend. I assume that green is meant to be < 95%, blue for 95% to 99% and red for >99%, unless I'm misunderstanding what that method does.
