This fixes the build by not requiring the broken `Tools.SPlotTest` module. Also include `Paths_splot` to fix a cabal warning.

fromTime/toTime should filter out the tracks that don't appear at all in the output

If a track is completely invisible in the specified time region, it shouldn't occupy vertical space.
