icons to midvatten settings qt form

This works fine on linux dev machine but not under windows: Resources crash crash with message "no module named resources_rc" whenever icons are added to the midvatten settings dock qt form.

Seems to work fine with semi-automatic- classification plugin? ((Perhaps this is related to a bug reported to vectorgeoref plugin.))
