Starbases and Enterprise

I would like to implement some basic assumptions of BSDtrek/luatrek on starbases:

• [x] Enterprise should locate in the same quadrant where a starbase locates. (https://github.com/jj1bdx/erltrek/commit/60e987f6286f82d24e6b5d7455ca5b82c777a9ec)
• [ ] Enterprise should know in which quadrants all the starbases are. The locations should be displayed on the galaxy chart.
• [ ] Klingon may attack starbases (in a rare event).

There may be many other ideas.

Point 2, about knowing the location of starbases, could be tied together with the galaxy chart you should be able to render from the ships computer terminal.. (#27).

Good point. The galaxy = all quadrant chart in BSDtrek/luatrek already have that.
