[Feature] Allow for "Spectators" and Waiting list (based on member priority)

• [ ] Add priority to members (record purchases and other factors, and then come up with priority formula based on that info)

  • [ ] Start with a simple VIP flag (high priority)

• [ ] New set of choices for eligible members:

  1. If participant space is available: Participate (in rotation), Observe (not in rotation), Decline
  2. If no participant space available: Participant Wait List (only), Observe (and wait list participant), Observe Only (not on wait list)

• [ ] Wait list ordered by priority

• [ ] Members with a higher priority who Participate will push lower priority folks into the Observe+Wait List category.
