[@jitsu/rotor]: add support for Maxmind local file

It would be nice if in the new version of Jitsu had a support for the env MAX_MIND_PATH, to get the geolocation info from a local maxmind file (similar to what the classic jitsu does). It would be helpful for those who use the self-hosted Jitsu. I saw that it only uses the MAXMIND_LICENSE_KEY env now
