Enable polls moderation

This is a continuation of pull the request https://github.com/jitsi/jitsi-meet/pull/10226.

As promised, here are the rebased changes with master and new changes in mod_polls, I will link a separate PR to docker-jitsi-meet to be able to add the backend option we need in mod polls.
