jibri ubuntu package tries to unstall xserver
Attempting to install jibri package on a ubuntu 18.04.x desktop tries to uninstall the xserver which is seriously bad news and a situation from which many users would be unable to recover. It is entirely reasonable for someone to test jibri on a desktop before going to a server.
Do not assume that your fake xserver will be the only xserver on the system. There may be real xservers or other fake xservers.
Also, don't assume jibri will be jun on a server, at all. A technical person might want to run jibri on their machine to record a videoconference that someone else, less proficient, has set up.
sudo apt-get install jibri
