Update link in repository description

The description for this repository points to a URL on RubyForge, which has been shut down :city_sunset:. This should be updated to prevent confusion for users visiting this repository.

The inline docs link in the README points to http://docs.seattlerb.org/rake/ - should this be used in the repository description instead? Perhaps the docs could be moved to a GitHub page?

At this time I can't update the links in the repository as I am not an admin. Rake's official repository will be moving to https://github.com/ruby/rake soon, though.

Ah, apologies. I wasn't sure what the state of play was after Jim's passing.

I think the eventual goal is to move the issues over to the new repository but Jim's family needs to do something to get this taken care of.
