How to restrict the user's connection monthly?

I created a private siriserver,and i want to restrict user's connection monthly,just mens every moth cheak if the clients were allowed to connect.

I don't think that is possible, if a version was made the user would still be able to bypass it because all the user has to do is delete the plist and get their connection reset.
