Integrate support for Dynamically Linked Emotiv EDK

I've produced a Dynamically Linked version of the EDK headers, which has the advantage that the component can simply disable itself if the DLL is not present on the user's machine.

This should be integrated into the repository, and the component should support both Static and Dynamic linking at the implementing developer's choosing.
