3.x version not performing core function of preventing role-defined tracker creation

Found an issue: While the new plugin code installs and runs OK on Redmine 3.0.x, it is not performing its core function of preventing trackers of the defined types from being created.

Could you please give more details ? Are those trackers are listing in the issue page ?

it seems so , I tested it on Redmine 3.2.X and I installed plugin named redmine_issue_tmplate .

it occurs without error and I can use some other trackers that I defined can not create issue
