Enable NEON optimizations for ARM

In the age of ARM64 macOS, this library benefits from some basic configuration to optimize for NEON. These changes seemed to dramatically reduce hot spots in libebur128 for my application. The only thing which shows up at all now is True Peak for large blocks due to resampling.
