[API] [Question] Why is StructuralEvaluator not public?

As the title say, currently StructuralEvaluator.java is not public.

I found this out because I need to write an Evaluator with parent checking and then found out that the code is there, just not as a public class.

Is this intended? Is there any particular reason for this? If there is nothing agaist public this class, I can create a pull request for this.

Edit: Looking at git blame, seems like that is @jhy's decision 13 years ago, wow!
