Add Notice file to complete the Apache-2.0 requirements

Hi,

Our legal department require us to point to Notice file in this repository. Could you please add simple one.

The NOTICE file is only required for ASF projects (e.g. those that are governed by Apache Software Foundation, for which ASF is the copyright holder). For non-ASF projects, it is only useful if parts of the codebase use a different license or have a different copyright holder.

Never heard back, @Shnitzelil. From all of the docs I've read, there is no requirement for a notice file here.
