chore: bump permission handler to 9.2.0

Bump permission_handler to 9.2.0 because there are several cool bugfixes 😉

can this merged asap? since latest version flutter_local_notifications require sdk version 33, it broke permission_handler 8.x.x, because permission_handler uses deprecated api.

also, while on it, should bump the permission_handler even further to the latest version (10.x.x)
