Add parameters for number of cpu, IP and Port to start script

Could we have a parameter like cpu_number= or cpu_threads, server_ip= and server_port= with the start script? app.py already has some parameters like this. Perhaps we could pass the parameters directly from the firststart-webui.sh (root directory in the zip file) to the second one start-webui.sh?
