Whisper-WebUI support intel Arc A770 GPU

This project is good, and would like to also have hard support using my GPU which is intel Arc A770. How to utilize the Intel OpenVino feature/OneAPI under Whisper-WebUI.

I think it may start to include some rewrite of the app.py
