Docs: Move section "##### **Related issues or PR**" to the very top of each issue template

Overview of the feature request

An issue template should minimize necessary effort for all participation partys as far as possible.

Motivation for or Use Case

I guess I am not the only one often running into a situation where I want to suggest an improvement and start creating an issue and start filling out the template step by step. At some point I reach the section "Related issues or PR". That is the point when I start thinking like "uuuhm... yeah... probably someone came across that problem already before me so it might not make so much sense to create a new issue."

At that point the issue creator might already have spent quite a lot of time describing the issue and potential solutions while that issue and potential solutions might have already been discussed.

In the worst case, people might even ignore it because they want to generate more attention for their issue by creating a "fresh" one which would even create more work for both them and the jhipster maintainers.

I guess leading issue reporters to the search feature of existing issues as the first step would save us all quite a lot of time.

And while opening this issue right now I start to realize again that I missed to search the already existing issues before proceeding.
